PROJECT CHALLENGE:
The Bellamy Heavenly Village Parking Garage is the primary parking facility for South Lake Tahoe’s Heavenly Village commercial district, located adjacent to the Heavenly Mountain Resort gondola. The threelevel garage sees heavy seasonal traffic during summer and ski season, with holiday weekends generating especially high demand.
The city’s existing parking equipment had reached end-of-life with no manufacturer support. The aging system was causing revenue leakage, could not support retail validations for surrounding local businesses, and lacked the ability to manage the full citation lifecycle. With no realtime occupancy data, drivers had no way to know where spaces were available, leading to congestion and frustration during peak periods. The city needed a complete technology overhaul.

THE SOLUTION:
EnSight Technologies delivered a gateless, fully integrated parking system that unified guidance, revenue collection, enforcement, and occupancy signage under a single platform.
EnSight’s Automated Parking Guidance System (APGS) uses five AIpowered cameras to track real-time occupancy on each level and feed live space counts to three exterior LED signs, so drivers know what’s open before they pull in. Four Flowbird (Arrive) CWT Touch pay-onfoot kiosks (one per garage level) let parkers pay on site, through the mobile app, or by scanning a QR code. At the entry and exit, fixed LPR cameras capture plates for pay-by-plate enforcement, and three Park Loyalty handhelds with Bluetooth printers let officers issue and manage citations across the full digital lifecycle.

RESULTS:
Since going live in October 2025, the integrated system has delivered measurable improvements. Moving to a gateless, pay-by-plate model has increased revenue collection, closing the gaps that aging equipment and inconsistent enforcement used to leave open. Realtime occupancy data, displayed on exterior digital signs, has reduced circling and improved traffic flow at the garage entries. That guidance is powered by counts that are 99.8% accurate, verified by the system’s truthing report, so drivers can trust the availability they see before they enter. Enforcement officers now handle citations through a single digital workflow, replacing the slower manual process of the previous system.
