PROJECT CHALLENGE:
One Paseo is a 23.6-acre mixed-use destination in Del Mar, California, developed and operated by Kilroy Realty – blending retail, dining, office, and residential into a single walkable lifestyle center. Its three-level garage has to serve very different visitors at once – quick-trip retail shoppers, daily office commuters, and residents, with demand peaking on evenings and weekends.
As a brand-new destination, One Paseo needed parking that worked flawlessly from opening day. Without real-time visibility, first-time visitors would circle looking for spaces, prime short-term retail stalls would get tied up, and peak periods would create congestion and frustration. Kilroy Realty wanted to avoid retrofitting technology later and instead design intelligent guidance into the garage itself, with room to scale as the property matured.
THE SOLUTION:
EnSight Technologies delivered a vision-based parking occupancy management & guidance system, integrated into the garage design from day one. AI-powered cameras provide real-time, level-by-level occupancy that feeds digital wayfinding signage, so drivers see where spaces are before they start circling. Specialty space monitoring tracks the 30-minute short-term retail spaces, keeping prime stalls turning over for patrons.
One Paseo operators manage everything through the EnSightful Cloud Portal, including live counts for every level and historical occupancy reporting. In 2025, Kilroy Realty expanded the system with an EnSight Plates LPR layer: six license plate camera streams add dwell-time analysis, vehicle and plate search, and frequent-visitor detection. Because it was built on the existing platform, the upgrade required no rip-and-replace and prepared the garage for future enforcement and validation workflows.

RESULTS:
Since going live, One Paseo’s guidance system has delivered a parking experience that shoppers and operators can rely on. Vehicle-count accuracy in the EnSightful Portal consistently measures 99-99.99%, so the availability shown on the signs is trusted every visit, reducing circling and easing congestion during peak retail periods.
By monitoring the specialty 30-minute spaces, the system keeps prime retail stalls turning over, and remote visibility means daily monitoring no longer requires walking the garage. When the LPR layer went live in 2025, it immediately revealed a significant amount of long-term staff parking tying up the garage – visibility the operator had never had before – while adding dwell-time analysis, vehicle search, and enforcement-ready tools all on the same platform.
Most telling: the system has been quietly running and scaling since 2019, expanding from guidance to LPR without a rip-and-replace – proof that building intelligent parking in from day one pays off for years.
